# Tool Surface

> How Loong keeps runtime-visible tools truthful and governed.

# Tool Surface

Loong treats the visible tool catalog as part of the product contract.

The assistant should advertise what the current runtime can actually execute, not
what a future build or a different config might someday expose.

## Public Rule

* compiled-out tools should not be advertised as callable
* config-disabled tools should not be advertised as callable
* surface-specific tools should follow the current runtime surface instead of a global marketing list
* high-risk tools should stay behind policy, approval, and audit boundaries even when visible

## Current Public Tool Families

The exact catalog still depends on the active runtime, but the current public
story is capability-first rather than adapter-first.

## Truth Before Breadth

What matters publicly is not the largest possible catalog. What matters is:

* the assistant only offers tools that are actually usable now
* capability snapshots, provider tool schemas, and conversation-visible tools tell the same story
* the runtime does not flatten shipped tools, gated tools, and still-planned tools into one vague capability claim

## Browser Automation Boundary

Browser capability is intentionally bounded.

Publicly that means:

* browser-style actions are part of the governed tool model, not a separate sidecar story
* they should follow the same public-web safety model as other outbound web surfaces
* richer desktop-grade automation, arbitrary JavaScript, or login-heavy flows should not be implied unless the current runtime actually exposes them

## Enablement Surfaces

Some surfaces exist to enable a capability rather than to expose its full
lifecycle by default.

That distinction matters because:

* the runtime may need policy or install steps before a capability becomes callable
* operators should be able to tell the difference between "this can be enabled"
  and "this is already available right now"
* public docs should preserve that line instead of advertising dormant surfaces
  as if they were always-on

* a universal always-on tool catalog
* identical visible tools across every provider or runtime surface
* unrestricted browser or shell automation
* planned tools being described as already shipped
